Shekalim, Chapter 4, Mishnah 2. This mishnah continues to discuss the items purchased from the Terumas HaLishkah, and then moves on to the items purchased from the remainder of the chamber - the leftovers, meaning the shekalim that stayed in the chamber after the entire Terumas HaLishkah had been taken from it.
The items that come from Terumas HaDeshen:
"Parah" - the red heifer.
"Sa'ir hamishtale'ach" - the goat sent away on Yom Kippur to be thrown off the top of the cliff.
"V'lashon shel zehoris" - the thread or strip of material dyed red, which was thrown into the burning of the red heifer. It must be distinguished from the red thread tied between the horns of the goat that is sent away, mentioned later in the mishnah: that thread did not come from Terumas HaDeshen, whereas the one thrown into the burning of the red heifer did.
All of these items "ba'in miterumas hadeshen" - were purchased with the funds of Terumas HaDeshen.
The items built from the remainder of the chamber:
"Kevesh parah" - the ramp made for the red heifer, which led from the Temple Mount to the Mount of Olives, the place where the entire process of the red heifer was carried out: its slaughter, the sprinkling of its blood and its burning. This ramp was built in such a way that even if there was a grave beneath it, it would not transmit tumah, since it was constructed as a series of arches designed to interpose against the tumah.
"V'chevesh sa'ir hamishtale'ach" - the ramp used for the goat that was sent away, when it was taken from the Temple Mount out to the wilderness. This ramp was built in order to keep away the people who would fall upon the messenger leading the goat: some of them would attack him for carrying away their sins, and to prevent this problem the ramp was built.
"V'lashon shebein karnav" - the red strip of material tied between the horns of the goat that is sent away.
"V'amas hamayim" - the water channel that ran through the Beis HaMikdash, which at times needed repair.
"V'chomas ha'ir umigdaloseha" - the wall of Jerusalem and its towers.
"V'chol tzorchei ha'ir" - the various needs of the city, such as digging cisterns, repairing the streets and guarding the city.
All of these "bonim mishirei halishkah" - were taken from the remainder of the shekalim left in the chamber from which the Terumas HaLishkah had been taken.
The opinion of Abba Shaul: in his view, the ramp for the red heifer - "kohanim gedolim osin oso mishel atzman". The Kohanim Gedolim would choose to pay for it themselves out of their own private funds, since this was a special matter that they wanted to be considered a mitzvah of their very own.
In summary: in this mishnah we listed the items that come from Terumas HaDeshen - the red heifer, the goat that is sent away, and the strip of crimson thrown into the burning of the heifer; and the items built from the remainder of the chamber - the ramp for the heifer, the ramp for the goat that is sent away, the strip between its horns, the water channel, the wall of the city and its towers, and all the needs of the city. And at the end, the opinion of Abba Shaul, that the ramp for the red heifer was made with the private funds of the Kohanim Gedolim.
